This is the whole public state vocabulary. A partner system and an agent map against these names; a state not on this list is not a public lifecycle state. The states are public-facing labels, not the internal workflow implementation.

States

Meanings here are canonical. Public states adds the partner signal for each.

Outcome statuses

Some events that stop or redirect an engagement are recorded as outcome statuses adjacent to the lifecycle. Partner systems may encounter these values on records. Outcome statuses are not lifecycle states and should not be modeled as such.
There is no terminated or withdrawn lifecycle state today. How each outcome fits the state machine is in Exception paths. The names here are the contract. The criteria that move an engagement between states are not, per the Disclosure boundary.
