Safe tasks
An agent may:- Resolve which lifecycle state an engagement is in and what that state means.
- Resolve field names and record shapes from the Reference section.
- Assemble a read-only status view for a human.
- Identify what input appears to be missing and describe it.

Stop conditions
An agent must stop and hand off to a human when:- A task would change engagement state or release status.
- A task requires internal judgment, gate criteria, or scoring.
- A surface it needs is marked not currently public.
- Required inputs are missing or ambiguous.
- An action would cross the Disclosure boundary.

Stop before any write
Stop before any write. Surface the intended change to a human, who acts in the portal.
